Prepared for the October 16-19, 1995 Rockefeller Foundation Bellagio Conference
Human-Centered Development: The Role of Foundations, FLOs and NGOs, this paper examines the range of current approaches to international development, including foreign aid, the role of the private business sector, and alternative approaches to international economic relationships. It also explores the growth of civil society in Southern countries and the emergence of new forms of cooperation between civil society and other development actors, such as foreign aid agencies and governments. The paper contains brief profiles of several examples of such collaboration, as well as an exploration of some of the challenges in creating such cross-sector collaboration.

If concludes with recommendations about the role of philanthropy as both a source of resources for international development and as a means to strengthen the capacity of civil society to work in partnership with governments, intergovernmental agencies and the business sector.
