SYNERGOS SENIOR FELLOW & DEPUTY TEAM LEADER AT ADB’S SKILLS FOR COMPETITIVENESS PROJECT AT PRI CAMBODIA

Sinthay Neb is the deputy team leader at ADB’s Skills for Competitiveness Project at Pri Cambodia that focuses on project coordination and management of technical and vocational education and training (TVET) programmes for youths and students in Phnom Penh capital city and three provinces in Cambodia

He was the director of the Advocacy and Policy Institute (API - www.apiinstitute.org) a nongovernmental organization serving the long-term democratic and social development needs of Cambodia by empowering people to push their government to protect their rights and provide for their needs. API also encourages people to advocate for a law that will enable access to public information.

Since its establishment in July 2003, API has been a leading advocacy capacity-building institution, working on decentralization and policy dialogue and promoting access to information. API works to create spaces where civil society organizations and community people, particularly from marginalized groups, can participate in meetings and raise concerns so that they can seek responses from local councils, government authorities, national government and Parliament.

Sinthay has over 19 years of experience working for both Cambodian and international NGOs in the areas of civil society development, local governance, advocacy and policy, capacity building and training, disarmament and demobilization, peace and conflict resolution and youth development. His work in civil society development includes positions on several boards of directors of eminent Cambodian organizations and NGOs, serving as the chairperson of Cambodians for Resource Revenue Transparency and the Access to Information Working Group.

Previously he was part of the Evaluation Team of the World Bank Supervision Mission on the demobilization project of the Royal Government of Cambodia. In that work he produced many papers and publications including “The Access Initiative (TAI) assessment on environmental governance in Cambodia,”? “Sustaining peace: A study on the reintegration of the Khmer Rouge into Cambodian society, “A feasibility study on the Cambodian Disarmament Programme,” and “The possibility and needs for international volunteers to work with Cambodian NGOs.”
