A second grade student listens at a public elementary school in Tijuana, Mexico.  The International Community Foundation and Fundación Internacional de la Comunidad, members of the U.S.-Mexico Border Philanthropy Partnership, have helped purchase computers and software for Unidad de Servicios de Apoyo a la Educacion Regular (USAER). USAER supports children with special needs at traditional public elementary schools in Tijuana.
