Special needs students in Tijuana receive tutoring from Unidad de Servicios de Apoyo a la Educacion Regular (USAER). USAER is funded by members of the U.S.-Mexico Border Philanthriopy Partnership: the International Community Foundation and Fundación Internacional de la Comunidad.

The U.S.-Mexico Border Philanthropy Partnership brings together 19 border foundations and 12 funding partners to improve quality of life for low-income border families and communities by strengthening foundations and promoting local philanthropy.
