Abstract
This paper was written by Peggy Dulany and Bruce Shearer, on behalf of the Synergos Institute, for the consideration by the UN Panel on Civil Society on how the UN might engage in partnership building facilitating as a way of relating to non-central government actors. In Synergos' experience, multi-stake holder collaboration increased their ability to identify social problems which previous uni-lateral approaches had failed to answer. Synergos also found the development of natural "bridging leaders" who could effectively bring together different groups. The UN is uniquely situated to facilitate partnerships and bridge various interests groups to solve significant issues and Synergos offers an outline of how to organize their potential capactiy.
