David Christopher Smith
David C. Smith is the Managing Director of Business and Environment Management Services (BEMS), which he also founded. Based in Jamaica, BEMS offers consulting services in the areas of natural resource management, environmental management systems, business and financial management planning, training, management audits and environmental impact assessments and audits.
Dr. Smith previously lectured for three years, until 1990 when he became Executive Director of the Jamaica Conservation and Development Trust (JCDT), a position he held for over ten years. During his tenure, the JCDT became the leading NGO in Jamaican environmental conservation, generating more than US$7 million for conservation programs. Dr. Smith was heavily involved in the establishment, design, and financing of the Jamaican protected areas system and an island-wide environmental education program. He was instrumental in establishing the Environmental Foundation of Jamaica, a foundation set up as a result of the Enterprise for America's Initiative. He was also involved in carrying out the debt-for-nature swaps that established the Jamaica National Parks Trust Fund.
Dr. Smith works as an independent consultant in environmental management, and has consulted in the design of environmental financing mechanisms in Uganda, Guyana, and Trinidad and Tobago, contributed to the Jamaican National Forestry Management Plan and worked on several Environmental Impact Assessments and project evaluations. Dr. Smith sits on several Boards including the Environmental Foundation of Jamaica and the Jamaica/Canada Green Fund. He is the Chairman of the Natural Resources Conservation Authority's Appeals Tribunal.
Dr. Smith holds a PhD in animal ecology from the University of the West Indies.
Founded in March 2001, BEMS’ services include project management and design, project evaluation, design and implementation of management systems, strategic and business planning, recreational site management, protected areas management and design and website design and maintenance.
